Glen Eira council election, 2024

The City of Glen Eira covers parts of the south-east of Melbourne, including Bentleigh, Carnegie, Caulfield, Elsternwick and parts of Brighton East and St Kilda East.

The council had a population of 148,908 as of the 2021 census.

Wards
The City of Glen Eira is divided into nine single-member wards as of 2024:

  • Bambra – in the west, covering Caulfield South and parts of Caulfield.
  • Booran – in the north, covering parts of Carnegie, Caulfield, Caulfield East and Glen Huntly.
  • Caulfield Park – in the north-west, covering Caulfield North and part of Caulfield East.
  • Jasper – in the south, covering Bentleigh.
  • Mallanbool – in the south-east, covering parts of Bentleigh East and Murrumbeena.
  • Moorleigh – in the south-east, covering parts of Bentleigh East.
  • Murrumbeena – in the north-east, covering parts of Carnegie and Murrumbeena.
  • Orrong – in the west, covering Elsternwick.
  • Wattle Grove – in the cnetre, covering Ormond and McKinnon.

Redistribution

The council previously consisted of three wards, electing nine councillors. Each ward elected three councillors.

The Camden ward covered the north-western end of the council, including the new Caulfield Park and Orrong wards and parts of the new Bambra and Booran wards.

The Rosstown ward covered the centre of the council, including the new Murrumbeena wards and parts of the new Bambra, Booran, Mallanbool and Wattle Grove wards.

The Tucker ward covered the south-eastern end of the council, including the new Jasper and Moorleigh wards and parts of the new Mallanbool and Wattle Grove wards.

History
The City of Glen Eira was created in 1994 as an amalgamation of the City of Caulfield and part of the City of Moorabbin.

Boroondara has been elected from three multi-member wards since the first election in 1997, with three members per ward since 2000. The council was originally elected using a majoritarian system of bloc preferential voting, but following the sacking of the council in 2005 the redrawn wards were elected using proportional representation.

Margaret Esakoff was mayor for two years from 2019 to 2021. Jim Magee replaced her in 2021, and in 2023 he was succeeded by Anne-Marie Cade.

Sitting councillor Tony Athanasopoulos is not running for re-election.

The Greens are running for two wards, and Victorian Socialists for one. All other candidates are unendorsed by any party.

Assessment
The Greens have done quite well in this council during the multi-member ward era. It will be interesting to see if they can win any single-member wards in a council adjacent to some of their best areas.

Voting trends by ward
In order to understand the relative political position of each ward, I have estimated the results of the 2022 federal election in each ward.

On a two-party-preferred basis, Labor won six out of nine wards.

On a two-candidate-preferred basis, the picture is more complicated. Glen Eira includes parts of Goldstein, which was won by independent candidate Zoe Daniel in 2022. In four wards, the 2CP is mixed between Labor, Liberal and independent and no-one managed over 50%. The Liberal Party led the 2CP in two of those four wards, although Labor did win the 2PP in one of those two. Labor led the 2CP and 2PP in Booran, while Daniel led with 49% of the 2CP in Wattle Grove. Daniel also clearly won in Jasper and Labor won in the four wards which were a classic Labor-Liberal contest.

Generally Labor does best at the eastern end of the council.
