History
The City of Bayside was created in 1994, taking in the Brighton and Sandringham council areas and parts of the Mordialloc and Moorabbin council areas.
The council was elected from nine single-member wards until 2007. The council was reduced in size that year to seven, and elected from one three-member ward and two two-member wards. The council was restored to single-member wards in 2020.
Council control
Six out of seven councillors have served either as mayor or deputy mayor in the current term. Laurence Evans was mayor from 2020 to 2021, Alex del Porto from 2021 to 2022, Hanna El Mouallem from 2022 to 2023, and Fiona Stitfold since 2023.
Candidate summary
Sitting councillors Alex del Porto, Clarke Martin and Jo Samuel-King are not running for re-election.
The Greens and Victorian Socialists are each running in one ward. All other candidates are unendorsed by any party.
The Dendy ward has 18 candidates – the most of any single-member ward in the state. The Castlefield ward is ranked equal second with 15 candidates.
Assessment
Bayside council doesn’t have any partisan members and there’s no obvious factional trends amongst the councillors. Some of the wards have particularly fierce contests which have led to a lot of support candidates nominating to encourage preference flows.
Party | Votes | % | Seats won |
Independent | 49,900 | 79.7 | 7 |
Independent Liberal | 7,040 | 11.2 | 0 |
Greens | 4,894 | 7.8 | 0 |
Sustainable Australia | 810 | 1.3 | 0 |
Informal | 2,352 | 3.6 | 0 |
Voting trends by ward
In order to understand the relative political position of each ward, I have estimated the results of the 2022 federal election in each ward.
The entirety of Bayside council is in the federal electorate of Goldstein, which was won by independent candidate Zoe Daniel in 2022. Daniel won the two-candidate-preferred in all but one ward in 2022, with the Liberals barely winning a majority in the northern Dendy ward. Daniel’s vote was highest in the middle of the council, in the Boyd and Ivison wards.
The Liberal Party won a majority of the two-party-preferred vote against Labor in all areas, with their vote highest at the northern and southern ends of the council and lowest in the middle.
